Davit Khudatyan has served as the Minister of Territorial Administration and Infrastructure of the Republic of Armenia since November 2024, overseeing the development and implementation of national policies related to regional governance, transport infrastructure, and territorial administration. Born in Armavir, Armenia, on 3 August 1991, Minister Khudatyan graduated from the Armenian State University of Economics, Faculty of Informatics and Statistics, where he earned a degree in Information Systems Management.
Minister Khudatyan has devoted his professional career to public service and local governance, steadily advancing through leadership positions at both the municipal and regional levels. Prior to assuming his current ministerial role, he served as Governor of the Armavir Region. Earlier, he was Head of the Armavir Community, following the consolidation of local self-government, and previously served as Mayor of Armavir City. Throughout these roles, he has accumulated extensive experience in regional administration, municipal governance, public infrastructure management, and local development.
Before entering public office, Minister Khudatyan gained professional experience in Armenia's financial and private sectors. He worked as a Specialist with FINKA Universal Credit Organization, later served as Commercial Manager at Admaks LLC, and subsequently joined MOGO Universal Credit Organization as a Specialist.
