Prof. Dr. Norman A. Martínez Gutiérrez

Professor Dr. Norman A. Martínez Gutiérrez is the Director of the IMO International Maritime Law Institute (IMLI), a role he has held since August 2022. An accomplished legal scholar and consultant, he has been a member of the IMLI faculty since 1999, having previously earned both his LL.M. and Ph.D. in International Maritime Law from the Institute.

Throughout his distinguished career, Professor Martínez has established himself as a leading authority in maritime law, shipping regulations, and legislative drafting. He is a member of the IMO's Roster of Experts, a Titulary Member of the Comité Maritime International (CMI), and serves as an arbitrator for the Câmara Arbitral Marítima in Rio de Janeiro. Beyond his academic leadership, he has served as a consultant for the Food and Agriculture Organization (FAO) and has advised various governments on the implementation of international maritime instruments. His extensive body of work includes his widely recognized book on the limitation of liability in maritime conventions and his role as co-editor of The IMLI Manual on International Maritime Law.
