Ms. Tamar Ioseliani

Tamar Ioseliani has served as Deputy Minister of Economy and Sustainable Development of Georgia since October 2025. Her portfolio encompasses transport and logistics policy development, as well as the supervision of technical and regulatory agencies across the maritime, railway, road, and civil aviation sectors. It also includes road safety and government policy formulation in the fields of communications, information, and modern technologies.

She concurrently serves as Chairperson of the Supervisory Board of Anaklia Sea Port LLC and Chairperson of the Supervisory Board of United Airports of Georgia LLC. She also serves as a Member of the Supervisory Board of Georgian Railway JSC. She has extensive experience in law, maritime governance, transport policy, international cooperation, sustainable development, digital transformation, and public sector leadership.

From 2018 to 2023, she served as Director of the Maritime Transport Agency of Georgia, following her tenure as Deputy Director from 2012 to 2018. During this period, she led major initiatives in maritime administration, including the development of Georgia’s State Electronic Ship Register and a new electronic documentation system for seafarers. She also chaired interagency councils responsible for the feasibility studies of a national Port Community System (PCS) and the Single Window concept in Georgian ports, and represented Georgia in the IMO–Norway GreenVoyage2050 project.

Ms. Ioseliani served as Georgia’s Ambassador for UN Sustainable Development Goal 14 – Life Below Water and as Chairperson of the Authorization Council for Higher Education Institutions, and as a member of the same Council.

She has been closely involved in the Georgia International Maritime Forum (GIMF) since 2016, serving as its Project Manager until 2023.

Her international experience includes the United Nations–The Nippon Foundation of Japan Fellowship Programme in maritime law, maritime safety and security, undertaken in the United States and the United Kingdom. She holds a Bachelor’s degree in Law from the Georgian-American University (GAU) and has completed specialized studies at the London School of Economics and Political Science (LSE) in international law, corporate law and Governance, intellectual property law, competition law and policy, and commercial law and management.

Ms. Ioseliani has further completed professional programmes in maritime leadership and crisis communication at Singapore Management University and Singapore Media Academy, the YEOSU Academy of the Law of the Sea in Korea, and specialized programmes organized by the IMO, EBRD, TRACECA.

She is a licensed civil law advocate and has also completed studies in International Law and Business Skills at Bournemouth Business School International (BBSI).

Her career combines legal expertise with senior leadership in maritime policy, port development, digitalization, environmental sustainability, international cooperation, and transport-sector development.
