Ünal Baylan graduated from the Department of Maritime Transportation and Management Engineering at Karadeniz Technical University in 2003. He later received his Master's degree from Gazi University in 2011, with a thesis focusing on oil pollution response systems in maritime transportation and practices in Türkiye and Europe.
Mr. Baylan began his professional career as a chief officer on merchant vessels between 2003 and 2005. In 2005, he joined the public sector as a Maritime Survey Engineer. Between 2009 and 2020, he held various senior positions within the Ministry of Transport and Infrastructure, including Branch Manager, Head of Department and Deputy Director General.
Throughout his career, Mr. Baylan has been actively involved in numerous national and international projects, particularly in the fields of maritime dangerous goods transportation, oil pollution preparedness and response, ship-generated waste management, and marine environmental protection. He has also served as a project manager and national focal point for various international initiatives. Mr. Baylan was appointed as the Director General for Maritime Affairs at the Ministry of Transport and Infrastructure, on 16 June 2020.
